Notice on The Fifth China International Youth and Children’s “Tianyan Cup” Cartoon Competition
The Fifth China International Youth and Children’s “Tianyan Cup”
Cartoon Competition sponsored by Organizing Committee of China
International Cartoon and Animation Festival, China National Youth
and Children’s Palace Association, China Association for Children’s
Plastic Arts, Master of Humor of Zhejiang People’s Fine Arts Publishing
House and Hangzhou Municipal People’ Association for Friendship with
Foreign Countries, undertaken by Hangzhou Youth and Children’s
Centre, has now been launched as one of the projects of the Sixth
China International Cartoon and Animation Festival. The followings are
the related affairs of the Competition:
I. Purpose
Cartoon, as a public cultural form suit both refined and popular tastes,
is favored by youth and children by right of its various forms, vivid images,
humor and proximity to life. The Fifth China International Youth and
Children’s Cartoon Competition invites youth and children to contribute
their cartoon works based on the real life, which describe the wonderful
world, sparkplug civilization, satirize adverse tendency and reflect positive
side of life. Meanwhile, it aims to popularize cartoon among youth and
children, achieving mutual communication and development.
II. Participant
Youth and children who are under 18 from all over the world.
III. Duration
November 2009-May 2010
IV. Steps
1. Establish the Organizing Committee and Judge Panel in November 2009.
Organizing Committee is established by the sponsor and undertaker of the
Competition. Experts from home and abroad will be invited as judges.
2. In early December 2009, send out Notice and Contribution Invitation by
China National Youth and Children’s Palace Association, China Association
for Children’s Plastic Arts, Hangzhou Municipal People’s Association for
Friendship with Foreign Countries and via internet.
3. Deadline for contribution is March 20, 2010 (according to the date of
postmark).
4. From late March to late April 2010, initial evaluation and final evaluation
of works will be performed. Excellent works will be exhibited and awarded
and printed out as collection subsequently. (Exhibition and award will be
further noticed).
5. From late April to early May 2010, perform award and exhibition according
to the Sixth China International Cartoon and Animation Festival.
6. In May 2010, certificate and collection of works for the competition will be
mailed.
V. Requirements
1. Units who receive this Notice shall organize and tutor cartoon fanciers
from fine arts leagues and training classes to create works and contribute in
accordance with the rules of Competition (no quantity limitation of
contribution).
2. All units are expected to promote this Competition and encourage more
youth and children to participate in.
3. Organizing prize will be awarded based on quantity and award-winning
conditions of contribution.

Appendix 1:
Contribution Invitation for the Fifth China International Youth and
Children’s “Tianyan Cup” Cartoon Competition

V. Participants and Scope
Any youth or child under 18 has the right to participate in the competition.
Individuals or groups are welcome.
VI. Themes
1.Tiger-type Vigor 2. Imagination of Trees 3. 31st Century
VII. Rules:
1. Participants are divided into Middle School Group and Primary School
Group.
2. Each participant is allowed to contribute at most 2 pieces of works,
which shall be of their own.
3. Each work will be stuck on the back a form including nationality, name,
sex, date of birth and group to attend (Middle School Group or Primary
School Group), name of school, address, post code, telephone number,
instructor, title and brief introduction to works, etc. (Refer to Appendix
for the form).
4. Works for this Competition will be classified into three major categories
as hand painted works, computer painted works and flash cartoon.
A. Requirements on hand painted works:
Hand painted works must be original works. Fly your imagination and
novel design is required. The theme shall be positive. There is no
restriction to the art form. Your painting can be in the form of a single
page, or a four-picture page, or comic series, or other creative cartoons.
(And both black-and-white works and colorful works are acceptable.)
Paper of the works should not be smaller than 20×30cm and bigger
than 55×40cm. No mounting is needed.
B. Requirements on computer painted works: focus on the themes,
colored printing, A4 paper, with related information about the works
as well as the creator on the back and send it to the Organizing
Committee by mail.
C. Requirements on flash cartoon works: focus on the themes, individual
works and team works (with all the team members under 18) are both
acceptable. Works shall be submitted in SWF format with capacity ≤5M.
Source documents and instruction of the works shall also be submitted.
Provide related information about the works as well as creator (refer to
Point 3 under VII. Rules) in WORD format in the CD. Make a CD containing
the SWF work, source documents and instruction and mail it to the
Organizing Committee. Flash cartoon works must be original with complete
copyright instead of amending, copying or reproducing other’s works.
Participation qualification will be canceled for works of those who break
the rules.
5. No fee is charged for participation.
VIII. Award
1. Top Grade Prize will be awarded to 10 contestants (RMB 1000 each),
Gold Prize, Silver Prize, Bronze Prize and Merit Prize will be awarded 1%,
1.5%, 2.5% and 5% respectively of total contribution works.
2. Excellent Organizer Award is also provided to prize units with over
300 pieces of works and teams with highest rate of award-winning.
3. Excellent Instructive Award is given to the teachers of winners of Top
Grade Prize and Gold Prize.
4. Works winning prizes will be included in a special collection which will
be given to each winner of these prizes, and the Top Grade Prize
winners will also be entitled to the subscription of the Master of Humor
periodical (first half month or second half month) in the year of 2010.
IX. Work Exhibition Excellent works will be displayed in professional art exhibitions or
on the web, and names of all prize winners will be announced on
Centre). Also, some of them will be published in magazines such
as Master of Humor.
X. Deadline
Contribution deadline is set on March 20, 2010 (according to the date of
postmark). If sent by post office, please protect the works by providing
a scaleboard. No works will be returned back, please save well the manuscript.
XI. Agreement
All the participants are regarded as agreed with the rules above.
XII. Special Instructions: Regional competition areas are set up all over
the world for this Competition. There have been temporarily five regional
competition areas including Hangzhou. Areas satisfying the basic
conditions for establishing competition areas may apply for setting up
regional competition areas to the Organizing Committee and undertake
the organization and evaluation work related to the competition within
the region. Please contact us for details for setting up competition areas.
